The GIS & Satellite Imagery Staff of Environmental Quality Management, Inc. (EQ), have considerable experience utilizing Geographic Information Systems (GIS) and Remote Sensing on various projects nationwide.

Dr. Marcus Borengasser

Dr. Borengasser has over 15 years of experience in the management of GIS/Satellite Image data systems and the computer analysis of satellite imagery and aerial photography.  He has worked with Arc/Info, GRID, ArcView, Spatial Analyst, and 3D Analyst on various types of satellite image and other data sets. He uses ENVI image processing software, and Matlab and Mathematica quantitative analysis software.  His experience includes teaching of GIS and related subjects at Florida Institute of Technology.  He has He has performed R&D to develop new applications of remote sensing and GIS.  He has recently completed a project that used supervised classification of Landsat TM imagery to calculate the total acres of various land types in Clark County Nevada including native desert, disturbed stabilized land, and disturbed unstabilized land.  He is a member of the American Society for Photogrammetry and Remote Sensing.

Fred D. Hall, P.E.

Mr. Hall is a Professional Engineer with over 20 years of experience in the areas of air pollution control and compliance, pollution prevention, and hazardous waste management.  He has served as project manager and/or project engineer on process evaluations and field-testing projects for both industrial and government clients (e.g., EPA, USAF, and DOE). 

Mr. Hall managed a project for Clark County, Nevada to develop a methodology using satellite imagery to estimate the total acres of fugitive dust sources from vacant land including native desert, disturbed stabilized land, and disturbed unstabilized land.  This project included field testing of training sites, identification of unpaved roads not currently in the Clark County GIS system, traffic counts, and the analysis of traffic count data. He has also developed a test method for windblown emissions from open areas and vacant land. 

Mr. Hall is a Registered Professional Engineer in;  OH, VA, KY, IN, PA, TN, NC, KS, AL, and IL.

Dan Tomo

Mr. Tomo is a GIS/GPS specialist and has been EQ’s AutoCAD/GIS Administrator for the past 8 years.  He is responsible for developing and implementing EQ’s AutoCAD and GIS programs and provides CAD/GIS/GPS support for a wide variety of environmental projects in both the private and government sectors.  His capabilities included AutoCAD 2004 upgrade, Land Desktop 2004 (incorporates features of AutoCAD® 2004, key components of Map™ 2004, plus specialized land-planning features including map creation, terrain modeling, alignments, and parcels, Map 6.0 (compatible with ESRI’s ArcView software), and Micro Station V8.  His experience includes geographic information system management, conducting GIS mapping and GPS data collection, implementing GPS technology for GIS data collection and surveying.  Mr. Tomo’s involvement in ecological, industrial, and process related projects has required extensive CAD/GIS/GPS programming and layouts.  He has over twenty years of experience with process/machine design utilizing the extensive capabilities of AutoCAD.  In addition to his capabilities in map creation, he has played a vital role in the layout of watershed models, mapping, construction, and remedial plans, as well as digitizing points for land surveying and digitizing numerous hand drawn maps and layouts.  Mr. Tomo attends continual GIS training to stay current with most updated CAD and GIS applications.
